నేను సీమాంధ్ర కోసం అడిగినవన్నీ ఇచ్చారు!

కేంద్రం రాష్ట్రవిభజన ప్రకటన చేసాక కూడ, సీమాంధ్ర పార్టీలు, మేధావులు, ప్రజలు ‘సమైక్యాంద్ర’ అంటూ ఉద్యమించారే గాని, విభజన జరిగితే సీమాంధ్రకేం కావాలో ఆలోచన చేయలేదు. చివరకు ‘సమన్యాయం’ అన్నవారు కూడ –  అంటే ఏమిటో చెప్పలేకపోయారు. ఆ సమయంలో మొట్టమొదటగా నేనే … తెలంగాణకు హైదరాబాదును సంపూర్ణంగా అప్పగిస్తూ, సీమాంధ్రకు ఏ యే అభివృద్ధి ప్యాకేజీలను సమకూర్చాలో బాగా ఆలోచించి G.O.M. కు వ్రాయడం జరిగింది. ఆ వివరాలను అప్పుడు నా ఈ బ్లాగులో టపాగా అందించాను.

 Sub. : Suggestions for consideration in connection to Formation of      Telangana State – Reg.

 

Sir,

              I, a responsible citizen of India and a responsible human being belonging    to Telangana region, hereby request you to kindly understand the reasons behind the popular demand of Telangana State  by the people of Telangana region and recommend for a total 10 Districts Telangana State with Hyderabad as its Capital. I also request you to recommend for a complete legal and rightful authority on Hyderabad to only Govt. of Telangana, as per the justified demand of the people of Telangana.

On the other hand, I also request you to kindly consider the following requirements of our brothers ie, the people of Seemandhra region and recommend for release of a handful package for fulfillment of the following justified needs of them.

A. Education and Health Sectors :  

1. Establishment of a national level Health Centre of the order of AIIMS in Seemandhra region, for Super Specialty  Medical facilities and also higher education in the field Medicine for people of  Seemandhra region.

2. Establishment of a national level educational institution, of the order of IIT or IIM or IISc in Seemandhra region, for top order professional educational facilities for people of  Seemandhra region.

3. Establishment of a Central University in Seemandhra region, for top order general educational facilities for people of Seemandhra region.  

  B. Employment and Transport Sectors :

      1.  Establishment of more No. of National level Public Sectors like BHEL, NTPC and NPCIL in     Seemandhra region, to cater the needs of employment of people of Seemandhra region.

       2. Establishment of a top order International Airport in Seemandhra    region,    to cater the needs of employment and improved transport facilities for the people of Seemandhra region.

        3. Shifting of Headquarters of South Eastern Railways from Kolkata to Vishakhapatnam to cater the needs of employment and improve the transport facilities for the people of Seemandhra region.

         4. Establishment of an International Sea Port at an appropriate sea coast of Seemandhra region, to cater the needs of employment and improved transport facilities for the people of Seemandhra region by sea route.

         5. Establishment of an International/ National level Research Institute in Agriculture, of the order like ICRISAT or CRIDA,  to cater the needs of employment for the people of Seemandhra region and development of advanced Agricultural technics in Seemandhra region

          6.  Establishment of a higher capacity Gas power plant, to cater the needs of employment and also electric power of people of Seemandhra region.

           7. Establishment of a top order Road transport Organization for   Seemandhra region with 100% funds from Govt. of India.

C. Establishment of a new Capital :

            1. Establishment of a new Capital for Seemandhra region at an appropriate place and developing the same in the order of a Metro City with 100%  funds from Govt. of India.

            2. Establishment of a top order Metro transport system in the new Capital, with 100% funds from Govt. of India.

D. Establishment of a Water board in the control of Govt. of India :

             Establishment of a Water board in the control of Govt. of India, to      do impartial and justified allocation of River Waters between the two bifurcated states ie, Telangana and Andhra Pradesh.

Sir,

All the years we, the people of Telangana have been fighting for a separate state of Telangana to enjoy equal rights and status among all, which we were deprived of, in the combined state of Andhra Pradesh. The Self rule in the new state of Telangana will make us to have a better utilization of our own resources to our own benefits and you know Sir, that is what, the Social Justice to the Sons of the Soil.  Otherwise we are no way against any people and the people of Seemandhra in particular.

Hence I request you to kindly fulfill the above needs of the people of Seemandhra region and make them happy, so that they can live on their own merit and status in their real own State, which also existed as Andhra State during 1953 – 1956.

నాకు చాల సంతోషాన్ని, ఆత్మ సంతృప్తిని కలిగించిన విషయం ఏమిటంటే … గతంలో నేను సీమాంధ్రకు ఏ యె ప్యాకేజీలను ఇవ్వాలని సూచించానో, ఆ గజిట్ లో కేంద్ర ప్రభుత్వం సీమాంధ్రకు దాదాపుగా అవే ప్యాకేజీలను పొందుపరచింది. ఆ వివరాలు 13 వ షెడ్యూల్  లో ఇలా ఉన్నాయి.

THE THIRTEENTH SCHEDULE
(See section 93)
Education
1. The Government of India shall take steps to establish institutions of national
importance in the 12th and 13th Plan periods in the successor State of Andhra
Pradesh. This would include one IIT, one NIT, one IIM, one IISER, one Central
University, one Petroleum University, one Agricultural University and one IIIT.
2. The Government of India shall establish one AIIMS-type Super-Specialty Hospitalcum-
Teaching Institution in the successor State of Andhra Pradesh.
3. The Government of India shall establish a Tribal University each in the State of
Andhra Pradesh and in the State of Telangana.
4. A Horticulture University shall be established in the successor State of Telangana.
5. The Government of India shall establish the National Institute of Disaster
Management in the successor State of Andhra Pradesh.
Infrastructure
1. The Government of India shall develop a new major port at Duggirajupatnam in the
successor State of Andhra Pradesh to be completed in phases with Phase I by
end-2018;
2. SAIL shall examine, within six months from the appointed day, the feasibility of
establishing an integrated steel plant in Khammam district of the successor State of
Telangana;
3. SAIL shall, within six months from the appointed day, examine the feasibility of
establishing an integrated Steel Plant in YSR District of the successor State of
Andhra Pradesh;
4. IOC or HPCL shall, within six months from the appointed day, examine the feasibility
of establishing a greenfield crude oil refinery and petrochemical complex in the
successor State of Andhra Pradesh and take an expeditious decision thereon;
5. The Government of India shall, within six months from the appointed day, examine
the feasibility of establishing a Vizag-Chennai industrial corridor along the lines of
Delhi-Mumbai Industrial Corridor and take within such period an expeditious decision
thereon;
6. The Government of India shall, within six months from the appointed day, examine
the feasibility of expanding the existing Visakhapatnam, Vijayawada and Tirupati
airports to international standards and take an expeditious decision thereon;
7. NTPC shall establish a 4000 MW power facility in the successor State of Telangana
after establishing necessary coal linkages;
8. Indian Railways shall, within six months from the appointed day, examine establishing
a new railway zone in the successor State of Andhra Pradesh and take an expeditious
decision thereon;
9. NHAI shall take necessary steps to improve road connectivity in the backward
regions of the successor State of Telangana;
10. The Indian Railways shall, within six months from the appointed day, examine
the feasibility of establishing a Rail Coach Factory in the successor State of
Telangana and improve rail connectivity in the State and take an expeditious
decision thereon;

11. The Central Government shall take measures to establish rapid rail and road
connectivity from the new capital of the successor State of Andhra Pradesh to
Hyderabad and other important cities of Telangana;
12. The Government of India shall examine the feasibility of Metro Rail facility in
Vishakhapatnam and Vijayawada-Guntur-Tenali Metropolitan Urban Development
Authority within period of one year from the appointed day and take an expeditious
decision thereon.
